The team of SE2 and rabble+rouser joined forces and used new media to encourage public participation in Denver's effort to completely revamp the city's antiquated zoning code.  A key goal was to reach out to and educate residents who did not recognize how the effort was relevant to them.  The website, NewCodeDenver.org, became an interactive platform where people could learn about the code and participate in the public discussion from the comfort of their living room couches—in essence, a virtual public meeting.

NewCodeDenver.org captured public feedback on the zoning code fix and featured an interactive map, blogs and videos that made the code relevant to visitors. In June of 2009, the website was featured as a Communication Arts' "Web Pick of the Day" and it has been looked to as a national model for public participation.
